Project Overview

Gonzalez Shah Smith is providing MEP/FP engineering services for the new Texas Division of Emergency Management State Headquarters and State Emergency Operations Center in Austin.

The new headquarters will consolidate TDEM operations into a single campus designed to support statewide emergency coordination, administration, partner agencies, media, warehouse functions, and future growth. The headquarters will combine traditional steel-framed construction with mass timber and provide flexible workspaces that can be reconfigured to support the demands of emergency response.

The State Emergency Operations Center will include hardened emergency response spaces, redundant and emergency power, potable water storage, overnight accommodations, a state watch room, radio room, live recording studio, GIS workroom, data center, meeting spaces, and areas for joint information and press operations. The facility is designed to maintain continuity of operations during severe events and support coordination among TDEM and its emergency management partners.

Designed for flexibility, resiliency, and rapid response, the new headquarters and State Emergency Operations Center will bring staff and partner agencies together in one location while providing the infrastructure needed to support emergency management operations across Texas.
